I am in first year ICS (or FSc, FA). Can I apply?

Not in this round. Honhaar Phase IV is for students who are already enrolled in a degree programme at a selected university or college, either in the 1st semester or 1st year (Fall 2026) or in the 2nd semester or year onward. New applicants are judged on their Intermediate marks, so you need to have finished Intermediate (ICS, FSc, FA, ICom or an equivalent) first.

What you can do now:

  1. Aim for the marks. For a new degree student, the portal asks for at least 70% in sciences (65% in arts and social sciences) at public universities, and 65% in sciences (60% in arts) at Higher Education Department (HED) colleges. Merit counts Matric 30% and Intermediate 70%, so your Intermediate result matters most.
  2. Plan your degree. The scholarship covers selected subjects only. Computer Science, Artificial Intelligence, Cyber Security, Data Science and Mathematics are on the current list, which suits an ICS student.
  3. Watch for the next phase. Phase IV covers Fall 2026 admissions. We have not seen any announcement of a later phase; we will post it if PHEC announces one.

Other scholarship schemes have their own rules and dates. We list new ones under Scholarships as they open.

Who can apply in Phase IV

Everyone must have a Punjab domicile. There is no age limit and no gender restriction.

New students (1st semester or 1st year, Fall 2026)

  • Enrolled in a selected discipline at a selected public sector university, public sector medical or dental college, HED college, or partner federal or private university.
  • Students already in 1st year MBBS or BDS in 2026 are also eligible.
  • Family income below Rs 350,000 a month (public sector institutions) or Rs 500,000 a month (partner federal and private institutions).

Continuing students (2nd semester or year onward)

  • Enrolled in a selected discipline at an eligible public sector university, public medical or dental college, or HED college. Private universities are not included for continuing students.
  • Family income below Rs 350,000 a month.
  • Students in their final semester or year may apply if they meet the rest of the criteria.

Not eligible: students at private or affiliated colleges, and students who already receive a fee waiver or financial help from another government body, university or college.

  4. Upload the documents listed above.
